Math geek here. It's not actually 45% off. Things are already marked 30% off, and if you take an additional 15% off you end up with a 40.5% discount. Say something is $100 and it's marked down 30%; it will cost you $70. Take an additional 15% off of $70 and the item will cost you $59.50. You've saved $40.50, or 40.5%.
