Saying that Lincoln freed the slaves is admittedly an oversimplification, but “wrong-o”? True, his Emancipation Proclamation had the effect of “only” freeing slaves in those areas of rebellious states which Union armies occupied. It thus had no effect in the slave states that were nominally non-rebel, namely DE, KY, MD and MO; and no immediate effect in those parts of rebel states that the Union armies did not then occupy. But the Union eventually occupied all the rebel states, and saying his proclamation “eventually” freed “most” of the slaves in the U.S. would, in my opinion, be reasonably correct. [This assumes that his argument that his war powers enabled him to lawfully confiscate war-useful property (slaves) owned by rebels would have withstood challenge in the Supreme Court]. The 13th Amendment finished the job and made the question moot. He certainly didn’t free slaves in any other part of the world.
